When you get to the Island of GIlli Air (do not confuse with 2 other Gilli Islands next door a 5min boat ride). You can walk around the island in 2 hours, to give you an idea of size. Find the accommodation that suits you and the that suits the wind direction.

The beach is next to Scallywag restaurant, is not so long but wide enought for land and launching the kite, is the best place for kitesurfing around the 3 Gilis, Gili Meno and Gili Trawangan, there are no rocks or coral hazards, and not tide dependent.
2-3 hours window in high tide to ride super safe above the coral reef - indicative. The water is super clean with fantastic clear blue and turquoise colors.
