Rainy most of the year and very cold during winter there. For best temp/weather go during December to February. The water is cold bring a wetsuit (shortsuit will do during summer).
Season is about 3 months of summer in which you need a big kite and the rest of the year its really windy if you have a wetsuit/drysuit to get you through the cold water. Northern winds all year. Blows about 15 knts and more from March to November. December is probably the best month. Not that many tourists and there is still some good wind. Don't expect it to be windy every day of summer, it's not. It's only windy during summer after it rained and while it rains. The rest of the year there are 15 knts but bring cold cold weather gear. Almost never blows from South. Note: Depends which side of the lake you on. I'm saying from the Pucon side.
Wind
usually

from N, NNE and NNW

No rules because there are no kitesurfers yet. Have seen very few windsurfers. Note: no need for showers. It's a sweet water lake. If there isn´t good wind lots of the activities like canopy, whitewater kayaking, rafting, trekking, horseback riding, and other stuff.
