From Cabarete take a taxi (about 10 USD) to the place, about 10km upwind of Cabarete. Normally you only going to need it one way because most of the times is better to come back doing a downwinder.

launching/landing area
is reported to be of
Medium size.
The beach looks awesome because you have the river and the sea right there and you can ride both. The session in the river is awesome but it only has room for about 3 kiters. The normal thing for kiters is have somebody to drive them there, then have a session at the river and then go downwind all the way to Cabarete for like 10km playing around with the waves. Lots of space for launching with soft sand. Lots of debris on the beach.
The Rio Yasica runs into the ocean. The water is very refreshing and shallow. Surface is approx. 200 x 60 m. It's a river mouth that joins the sea with perfectly flat water inside the river and a nice beach break when you go out the sea, with big waves up to 1-8' depending on the wave conditions. Miles of nice waves with sideshore wind. On the river itself it can get packed with a few kiters. You should be able to go upwind, not a beginners beach.
